Borough Council Trustee Report - August 2018

  • Recent Borough Council meetings held June 13, June 27 and July 11 were well attended.  Many residents spoke up during the request for Public Comments with most of the comments related to problems caused by the building boom going on in Avalon.

  • There was much discussion regarding the elimination of single use plastic bags and straws within the Borough through the enactment of an appropriate Ordinance. This is seen as part of the Borough's involvement in The Clean Water Initiative.

  • It was reported that the Borough, with the encouragement of neighboring municipalities and the Army Corps of Engineers, is working with the OEP to make the temporary access road running from Avalon Boulevard to Borough's CDF a permanent structure.

  • At the June 27th Work session it was explained that the several new Ordinances to be voted on at the following Regular Meeting were needed to implement the COAH Agreements between the Borough and the Fair Share Housing Agency.

Borough Council Trustee Report - July 2018

  • Council meetings held on June 13 and 27, and July 11, were well attended.  Public comments portion of the proceedings focused heavily on the Avalon construction boom and related resident problems and issues.

  • Discussion at the sessions also addressed elimination of single use plastic bags and straws within the Borough through the potential enactment of an ordinance associated with the Clean Water Initiative.

  • Additional topics raised during the group of meetings addressed North-end beach replenishment back-passing operations, the Avalon Boulevard access to the CDF, and upcoming COAH-related ordinance vote.

Borough Council Trustee Report - June 2018

  • At the May 23 Council meeting the Borough Engineer, Tom Thornton, presented his findings of what might be done to reduce flooding in Avalon's North end beach blocks during severe rain events. The flooding occurs because the West end of the streets are naturally elevated by a couple of feet above the East end of the streets. Water was originally pumped from the end of 11th Street into the ocean; however, that outfall pipe was capped and the water pumped into Townsend Inlet. A additional pump at 22nd Street still discharges into the ocean. A number of engineering options were presented.

  • Scott Wahl reported that the back-pass operation to repair North end beaches was completed on schedule. All of the borrowed sand came from the tidal borrow area; none was taken from the dry non-tidal parts of those beaches.

Board of Education Trustee Report - June 2018

  • An application for security improvements at the school is being prepared. The improvements include camera focus, entrance to the multipurpose room, upgrades to the vestibule and fencing

  • The 2018-2019 preliminary budget has been approved and submitted to the County.  The budget was approved at the May 2, 2018 meeting.

  • There was a joint Stone Harbor Avalon meeting that focused on the School Safety Program. This included a presentation by the SH and Avalon Police Departments.

Borough Council Trustee Report - May 2018

  • The Borough has been awarded a NJDOT grant of $160,000 towards the cost of reconstructing 35th Street

  • South Jersey Gas Company has completed their system upgrade with the installation of 22,000 linear feet of new gas distribution service

  • A new ordinance has been passed governing Peddlers and Hawkers operating in the Borough. There were some complaints that the regulations were not restrictive enough.

  • The back-passing project is in full swing and is proceeding according to plan. In Public Comments, concerns have been expressed about the ponding that has occurred in the past when back passing has been carried out.

  • The Borough is one of four municipalities each awarded a $20,000 grant by the Sustainable New Jersey program which in Avalon's case would be used a terrapin friendly nesting area in Kayak Park.

  • A draft version of the Borough's study of north end and beach block flooding in the event of heavy rains will be made public on May 22
