Borough Council: July 13

Borough Council met for a regular work and public meeting on Wednesday July 13th.  The following items were discussed:

  1. A resolution was approved hiring Kyle Roscoe as a full-time police officer for the Borough.  Mr. Roscoe has been working as a Class 2 Officer, and will be attending the police academy to become a Class 1 Officer.  He is the son of recently retired police captain John Roscoe.

  2. Council approved the preparation for a bid to acquire a one-man refuse collection system vehicle to replace a 20 year old vehicle used on the Avalon beaches.

  3. Approval was given to the Avalon Yacht Club to conduct an off-premise cash raffle to be held on Thursday, August 11, 2022.

  4. Borough engineer Mott MacDonald has been authorized to prepare a grant application to NJDOT for financing the reconstruction of the southbound lane of Dune Drive between 76th and 78th Streets.

  5. A meeting was held at Borough Hall on the morning of July 13th with the US Army Corps of Engineers to prepare for the hydraulic beach fill project in preparation for the 2023 summer season. The bid is scheduled to go out in August with the contract awarded in November. Other communities scheduled for similar beach fills this year include Ocean City, Strathmere, Sea Isle City, and Stone Harbor.

  6. During the public comment portion of the meeting, borough homeowner Martha Wright questioned the reason why the Planning and Zoning Board is now considering a change to the B-1 Business District overlay to allow for a boutique hotel. It was noted once again that Council has no jurisdiction over the Planning and Zoning Board, and therefore Council cannot respond to the question.

    Ms. Wright also inquired about the status of examining the Moran restaurant and fishing pier which has not been addressed in about 11 years.  The Mayor has formed a committee which is studying the issues of the governance of the entire pier.

  7. It was noted that that there are individually owned motel condos being rented without license and fire inspection.  Some units comply with licensing requirements while others do not.  It is now proposed that these facilities be notified of the requirement to be licensed and inspected, and this will be enforced effective January 1, 2023.  Those who have complied in 2022 will be given credit for 2023.
